Abstract
In the new era of globalization of the world economy and the changes which in last decade shaped economic and social flows, in terms when decentralization enhanced responsibilities of local authorities to improve the living standard of their citizens, the slogan “think global, act locally”, gets on its actuality. From the perspective of the new concept of the economic development, which supports the global trends of transnationalisation and decentralization, the economic development in the global economy are tending to be articulated according to the needs of the base (bottom –up approach). Namely, competitiveness in the contemporary economic relations is a function of the innovative capabilities of the companies, which is directly determined by the quality of the business environment in certain location. In terms when local authorities are formulating development strategies to meet the local needs of economic development, the concept of clusters by geographic and sectorial concentration of companies and supporting institutions is one of the key instruments in developing economic capacities on local level to achieve economic prosperity and sustainable economic development. Integrated cluster policy should provide a platform for dialogue between the public, private sector and the educational, scientific and academic institutions which will result in more productive cooperation, but also improved policy on different levels (central, regional and local), as well as the action measures to support the economic prosperity and sustainable economic development.
