Abstract
Modern operating environment characterized by dynamic and structural changes, development of technology, internationalization of businesses, growing global competition, fragmentation of the market and increase the uncertainty posed by the need to develop a dynamic sector such as small and medium enterprises. The emergence of SMEs and their importance to the national economy is largely initiated by the crisis in financial markets in the eighties of the last century. First in the US and then in other countries in response to the financial crisis has prompted liberal and institutional environment that positively reflects on the expansion of these enterprises. Economic science increasingly points to the importance of SME’s, as holders of the restructuring of the economic system which, with its flexibility, vitality and inventiveness are generators of new jobs and mobilizers of all factors of production. The need for research on the treatment of SMEs as an engine of economic growth is generated by structural changes and greater uncertainty or risk in the work, and the participation of SMEs as the dominant business sector in developed countries, as well as in developing countries, such as Macedonia and Kosovo. The state of empirical systematization of organizational changes within the Western Balkans, especially in Kosovo, is a focal area of empirical analysis, given the multitude of its specifics. In modern terms, organizations must innovate and change, not to prosper, but rather, to survive in a world of growing competition. The biggest challenge facing any successful manager is constantly directing the organizational system towards highest phases in overall development.
