Abstract
After ensuring the establishment of the European Internal Market in Electricity, the focus of the European Energy Policy is diverted towards supporting the development of the Market for Frequency Support Services. This aim is reflected in the newest network codes on Electricity Balancing and Load-Frequency Control and Reserves that enable harmonization of the frequency control processes in all members of ENTSO-E and envisage cross-border exchange of standardized products for frequency support. These network codes define a framework for operation, development and regional integration of the Markets for Frequency Support Services. The development and regional integration of the Markets for Frequency Support Services is expected to provide more efficient usage of the resources for frequency support and reduce the costs for these services. This is very important in a situation when the increased usage of renewable power sources for electricity generation leads to higher costs for balancing. This thesis presents a method for selection of offers in the regional electricity balancing markets by using optimal power flow principles. In the operation of the regional balancing markets, it is very important to have in mind that, the exchange of balancing energy is limited due to the limited capacity of the transmission network. The proposed method is defined as an optimization procedure that is similar to optimal power flow and tends to minimize the overall costs for balancing in the region while the physical power flows in the network are in the permitted limits. This characteristic of the method is its advantage comparing to the commonly used methods for selection of offers in the regional balancing markets that are based on common merit order list and take into account only the limits of the exchanges of power between different areas of the region. In order to confirm the applicability of the method a simulation procedure is developed. This procedure includes electricity market simulation, regional market coupling and power imbalance simulation is power systems with renewable power sources. The procedure is applied to several examples on the IEEE RTS ’96 test network with multiple areas. A comparison between the proposed method and the commonly used method with common merit order is done on different scenarios with and without exchange of balancing energy.
