Abstract
In the last decade, local economic development (LED) is one of the highly ranked priorities of the countries in transition in which there is a current process of decentralization. To make institutional linking and coordination of all economic plans and strategies the institutional capacity should be considered, and it is unfortunatelynot enough developed. The strengthening of institutional capacity is a process through which individuals and organizations improve their abilities to mobilize the resources needed to overcome the economic and social problems and to find economic opportunities in order to achieve a better standard of living, and a higher quality of life. The success of a local community in promoting the economic growth largely depends on its ability to create an appropriate institutional framework. The institutions have an important role in creating supportive structures, trust and predictability. Coordination between central and local government is necessary in order to easily identify problems, to define the challenges with whichthe businesses are facing and to provide expertise (systematic databases in all fields of competences, analysis, constant updates, summarizedrecommendations of the existing public communication and guidance of professionals for efficient utilization of resources) which, in turn, is expected to ensure the achievement of the ultimate goal - improved quality of life for citizens and progress in all spheres of socio-economic development.
