Abstract
The health sector in the Republic of Macedonia needs educated health managers who will create quality health policy. That imposes a discussion about strategy, choice of goals, as well as analysis and evaluation of the results of policy-making. Strategies and objectives should be an inspiration to raise the level of awareness and concern for health and creating documents for policy reform which will be implemented. Health management should be considered as a set of decisions in the process of health policy and that contains ethical principles as self-regulated forces that lead to proper field of action of the health system. In this context, financial management and analysis in public health has a decisive function of concepts, tools and applications for financial work in public health facilities. Facilities aimed at improving the health of the individual. As a decisive factor in the implementation of health services it is necessary creating of health policy. The process of creating health policy should lead to better health while modernizing and improving the quality of life. Success in creating and implementing of this policy depends primarily on personnel capacities involved in its creation and the principles of effective management. The basis for the successful implementation of health policy depends on the climate of confidence created, its maintenance, strong leadership and effective organizational development. The thesis analyses comparative performance of designated methods, especially in the context of healthcare and financial management, prediction of individual health care costs and their controlling, funding of health services, preparation of financial reports, contracting, and ends with an empirical study of selected health systems.
