    THE RULE OF LAW AND ECONOMIC GROWTH: EVIDENCE FROM SOUTHEAST EUROPE

    The rule of law is a principle that promotes the limitation of arbitrary power. Although there is no universal definition in the literature, this notion encompasses several important topics, including property rights security, government checks, and corruption control, among others. There has recently been a rising body of research showing the importance of the rule of law in supporting economic development, fostering justice, and enhancing democratic abilities in nations around the world. The paper focuses on understanding the importance of the rule of law for economic prosperity in the countries that geographically belong to the region of Southeast Europe. Consequently, the following countries are included in the analysis: Albania, Bosnia and Hercegovina, Bulgaria, Croatia, Greece, Kosovo, Montenegro, North Macedonia, Romania, Serbia, and Slovenia. First, we look at the relationship between the various rule of law indicators in the countries we selected. Three key indicators of the rule of law are examined: the World Bank’s rule of law index, the Heritage Foundation’s rule of law index, and the Freedom House’s rule of law index. Even though the philosophy and method behind these competing measures of rule of law differ, the analysis revealed a high correlation between the various indicators. In the second half of the paper, we evaluate the influence of the rule of law on economic prosperity in Southeast Europe from 1996 to 2020. Our hypothesis is that stronger adherence to rule of law principle stimulates economic growth in this region. This hypothesis is supported by the regression model results.

    LEGAL MINDS AND FINANCIAL KNOWLEDGE: SURVEY ANALYSIS OF FINANCIAL LITERACY AMONG MACEDONIAN LAW STUDENTS

    Financial literacy is an important competency that empowers individuals to manage their resources and make prudent financial choices.In our work, we focus on examining financial literacy among law students in the Republic of North Macedonia.We conducted a survey with 129 law students from the University Ss. Cyril and Methodius in Skopje, the most prominent and oldest university in the country.The students demonstrated high knowledge ofbanking and credit and low knowledge in more complex financial areas, such as the share market, compound interest rate,and time value of money.Moreover, we used ANOVA and logistic regression to examine how different factors impact financial literacy.The analysis of the variance showed that there is a statistically significant difference between the students from variousethnic backgroundsand students originating from different regions.The logistic regression was employed to analyze the impact of socio-demographic, educational,and personal characteristics of the students on their financial knowledge.The results suggested that only region is a statistically significant socio-demographic predictor of financial knowledge.Personal characteristics, including financial influence and financial attitudes, have a favorable and statistically significant impact on the financial literacy of students, while the impact of financial behaviorhas proved to be positive but insignificant.The results from the study can further be used by the relevant financial regulators and entities in the country to advance the learning environment about finance competencies.We also recommend the innovation and modernization of the curriculums of law schools by integrating courses, training, and workshops that will strengthen students' financial knowledge.

    The position of European countries regarding opportunities for Industrial Symbiosis: A comparative analysis employing multi-criteria decision-making tools

    The Circular Economy is recognized as a significant model of sustainable development that enables waste reduction, more efficient use of resources and climate neutrality. Considering that the estimates indicate that the planet Earth's resources and biodiversity are expiring, the European Union invests constant efforts to foster the transition towards regenerative business models and create opportunities for consumption within the planetary boundaries. Production industries are identified as particularly significant resource consumers. Therefore, special attention is directed to the feasibility of collaborative business models and the application of digital technologies to address resource depletion and negative environmental impacts. The concept of the Circular Economy has become crucial in global efforts to reduce the ecological footprint and transition to a green economy, especially through the concept of Industrial Symbiosis. Through Industrial Symbiosis, companies from different sectors combine their waste and by-products, considering them as raw materials, thus optimizing energy consumption, decreasing primary resource consumption and reducing harmful gas emissions. Although the EU's efforts are evident and clear targets have been established through the European Green Deal, it is essential to monitor and analyze regional results for European countries to effectively develop their potential, define strategies, and implement plans that transform material consumption and environmental impact modalities. Therefore, understanding the material and value chains and processes is crucial to reaching the potential and establishing adequate frameworks to facilitate the implementation of Industrial Symbiosis. In this sense, this study aims to analyze the potential of Industrial Symbiosis in EU countries. Multi-criteria decision-making tools have been used for this purpose. The data used in the analysis were obtained from the Eurostat database. The results highlight a significant divide between EU member states in terms of opportunities and eagerness to implement Industrial Symbiosis. The results indicate the need to focus attention on targeted policies to strengthen institutions and companies to analyze the applicability of collaborative business models and integrate Industrial Symbiosis at local, regional, and global levels.

    ELECTORAL REPRESENTATION OF WOMEN ON NATIONAL AND LOCAL LEVEL: ARE WOMEN FIT TO GOVERN IN THE REPUBLIC OF NORTH MACEDONIA?

    Women’s political representation is a key precondition for a better reach and involvement of women in policy making. In order for policy outcomes to take into account the needs and concerns of both gender groups, the institutional architecture in a democratic society should be based on the principles of equal opportunities for men and women. Gender- sensitive policy-making is best achieved through equal participation of men and women in the policy-making process. The Macedonian approach to the process of empowering women and developing awareness has been considered as positive, with women participating as active drivers of change. However, the number of women represented on national and local level of government indicates that we are still far away from achieving full gender parity and equal opportunities. In this article, we analyse a common theme in the literature – women in politics. More precisely, we examine the presence of women in government on national and local level in the Republic of North Macedonia. In the country, there are 80 local self-government units. For the purpose of this study, official data from the State Election Commission’s database and official gazettes of the country and local self-governing units will be used. The research aims to uncover discrepancies in women’s electoral participation at the national and local levels, as well as similarities and variances between municipalities and diverse patterns of women’s electoral representation at the local level.

    Без оглед на идеолошките позиции и теоретската провениенција, се чини дека минималната плата во Европа претставува една од цивилизациските придобивки, длабоко вткаени во европското работно законодавство. Нормирањето на минималната плата во Европа, и особено во Европската Унија, е плод на респектабилната синдикална организираност, како и триумф на принципот на солидарноста и на преовладувачкиот став за оправданоста на државната интервенција на пазарот на работна сила. Покрај економските импликации, нормирањето на минималната плата е под силно влијание и на политичките консидерации во амбиент на изразена доходна нееднаквост, турбулентни демографски и миграциски трендови и анемичен економски раст во Европа. Денес, сите држави членки на ЕУ имаат нормирано модел на минимална плата. Оттука вистинското прашање во Европа не е минимална плата или не, туку колкава минимална плата. Основната цел на трудот е да направи економска и правна анализа на нормирањето на минималната плата, преку проучување на различните нормативни модели во Европа и на посебностите за земјите на различно ниво на економски развој. Специфични истражувачки цели на трудот се: (1) да понуди приказ на различните модели и нормативни решенија во уредувањето на минималната плата во ЕУ и Западен Балкан; (2) да ги процени главните макроекономски предизвици и импликации од различните модели на правно уредување на минималната плата и (3) да понуди препораки за креа- торите на економските политики и на работното законодавство.

    Analyzing the relationship between trade openess and economic growth in North Macedonia: a SVAR approach

    The relationship between trade openness and economic growth is complex. We employ a structural vector auto-regression (SVAR) model using quarterly data for the period from 2005 to 2022 to estimate the impact of trade openness on the economic growth in North Macedonia. The study's findings indicate a negative and significant relationship between trade openness and economic development in the short and long run. The complexity of this relationship highlights an adverse impact on countries specialising in low-quality production or those with low levels of human capital accumulation, such as North Macedonia. The dynamic effects of shocks to trade openness on interest rates, consumer price index, interest rates, labour force, and exchange rate are investigated using impulse response functions. The paper suggests that North Macedonia's trade strategy requires reorientation towards trade diversification, attracting export-oriented FDIs, and fostering regional trade integration to achieve sustainable economic growth and development.

    From awareness to action: Ranking EU countries by consumer readiness to adopt sustainable products using a hybrid M-M methodology

    <jats:p>In light of growing economic, environmental and sustainability challenges, increasingly more attention from policymakers, companies and researchers is being devoted to consumption patterns and understanding the factors that shape consumer behavior. The adoption of sustainable products within the European Union is actively promoted through a series of policies and initiatives aligned with the principles of the circular economy, to provide consumers with more transparent and accessible information, thereby empowering them to make eco-friendly choices. Nevertheless, consumer acceptance of sustainable products appears to vary considerably and is influenced by complex interactions among diverse factors. This study examines consumer readiness for sustainable products across twenty-seven EU countries using nine indicators across three dimensions: environmental awareness, financial readiness and trust in institutional sustainability mechanisms. A hybrid MEREC-MARCOS methodology was employed for ranking countries. This novel methodological approach allows for a detailed cross-country comparison and identification of areas for improving policies that incentivize sustainable consumption across the EU. Sweden emerges as the top-ranked country, followed by Cyprus and the Netherlands, while Latvia and Estonia rank lowest. The results suggest considerable divergence among EU Member States and potentially offer valuable insight into gaps in sustainable consumer behavior.</jats:p>

    Financing and governance of youth policies: The case of Republic of North Macedonia

    The paper evaluates the current developments of the youth policy in North Macedonia, focusing on the financing and governance mechanisms. Through an overview of the youth policies and key actors in the country, the authors emphasize the inconsistency and lack of continuity in the inclusion of young people in decision-making processes in North Macedonia. Although some progress has been made in the enhancement of the legal and institutional framework for advancing youth policies in the past few years, it is still early to record significant visible results. State financing of youth policies and youth organizations in Republic of North Macedonia and mechanisms for providing public funds for implementation of youth policies still remain as one of the main challenges of the state funding reform that the Government needs to focus on further. Analyzing the management and capacity for policy implementation, we came to conclusion that the newly established Local Youth Councils should provide an institutional channel for influence and representation, direct involvement of young people in decision-making processes, as well as developing and building partnerships between youth and local governments. Finally, we conclude that in the policy making process, the youth can be stable and powerful partner of the central and local government in determining the needs, problems and priorities of the youth, but also in the implementation of plans, measures and policies. However, the reform of the existing model of state funding should be one of the priorities of the government.
