The Institute for Sociological, Political and Juridical Research was founded in 1965 with the decision of the Council of the University “St. Cyril and Methodius". Since then, the ISPJR is devoted to scientifically examine the sociological, political and legal phenomena in the country, to encourage and to organize appropriate researches for social development, to educate young scientist and to develop scientific staff.

Item type:Publication, Online and digital communication practices during the coronavirus pandemic: The case of publishing houses in Macedonia(Institut za usmeravanje komunikacija, Novi Sad i Univerzitet u Beogradu - Fakultet političkih nauka, Beograd, 2023)The subject of our research is online and digital communication practices during the coronavirus pandemic on the part of publishing houses in Macedonia. Certain aspects of the research subject include changes in communication and interaction between publishing houses and the readership, as well as the use of social networks. The research started from the main research question: “What were the online and digital communication practices of publishing houses in Macedonia during the coronavirus pandemic?” The main goal of the research is: to identify the online and digital communication practices of publishing houses. Qualitative methodological techniques, semi-structured interview and qualitative content analysis, were used. The research is based on the fact that in times of global crisis, communication technologies and culture could be transformed into instruments of social change, for the benefit of the individual and humanity, and as a “helping tool” for dealing with certain consequences, creating new, improved conditions for life, action and creation of new forms of communication and interaction and exchange and creation of cultural content. From the conducted interviews and content analysis, we can conclude that during the pandemic, especially during the period of quarantine and curfew in 2020, most of the communication between publishing houses and the readership was transmitted online. What is key to the change in communication and interaction between them is that activities and events that are usually carried out with physical presence, “live”, in the pandemic period were carried out online, so that the whole way of organizing those activities and events changed, and thus habits and the use of certain Internet and digital technologies and tools have also changed. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, THE IMPACT OF SELECTED SOCIAL INDICATORS ON INDIVIDUAL HAPPINESS IN THE REPUBLIC OF NORTH MACEDONIA(Goce Delcev University Stip, North Macedonia, 2024-06-23)Driton Maljichi, Milka Dimitrovska, Kajdafe AdemiHappiness as a complex combination of individual, collective, affective, rational, and circumstantial constituents is either integrated or should be integrated in the policy-making of modern states and societies, in line with the global endeavor towards achieving sustainable development goals. Given the social relevance of happiness, the most broadly accepted relevant indicators for its attainment, and the great gap that exists due to insufficient empirical treatment of the matter in North Macedonia, this exploratory paper aims to determine the impact of age, gender, health, unemployment, religion, ethnicity (by spoken language), and language-based discrimination on individual happiness in the Republic of North Macedonia. The research was based on descriptive statistical operations and regression analysis of the ESS 10 data regarding the Republic of North Macedonia, obtained for the first time for this country; as well as on secondary analysis of studies considering wide-range surveys, statistical data and reports. Health, employment, ethnicity, and ethnic and linguistic discrimination represent strong determinants of happiness in this country. Indications are high that age and happiness are linearly correlated. The gender is less important in defining happiness in North Macedonia; however, women are slightly happier than men. The majority population, speaking the Macedonian language and practicing Orthodox Christianity, experience higher levels of happiness than the linguistic and religious native minorities in North Macedonia. Further in-depth research based on consistent and compatible data is needed, to the end of advancing researchbased policies in the social, economic and healthcare systems of this county. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, THE GERMAN ELECTORAL MODEL IN RESPONSE TO THE MACEDONIAN POLITICAL CONTENT(Institute for Sociological, Political and Juridical Research, University "Ss. Cyril and Methodius" - Skopje, 2021)Having regard the role of the electoral model on the political behavior of the citizens in a country, as well as the impact it has on the party system, this paper aims to offer a new electoral model that is most appropriate for the Macedonian political context. Guided by the characteristics of the electoral systems, as well as their application in specific state systems, the research question of this paper will focus on determining the adequacy of the German electoral model in relation to the detected shortcomings of the existing Macedonian electoral model. In order to answer the main research question, this paper, in addition to presenting the German election model, through the presentation and analysis of primary and secondary data will try to connect the detected shortcomings of the existing Macedonian model with the basic characteristics of the offered most appropriate model. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Dilemmas Concerning the Macedonian Еlectoral Мodel: From Single Electoral Unit to Open Lists(Institute for Sociological, Juridical and Juridical Research, University "Ss. Cyril and Methodius" - Skopje, 2020); The Republic of North Macedonia has ensured certain legal preconditions for real pluralism, but practice has shown that the current electoral rules significantly constrain these possibilities (especially when it comes to parliamentary representation of the smaller parties). Two substantial proposals for changes in the electoral system have gained traction in the past years: move towards a single (national) electoral constituency instead of the present six; and the move from closed-list proportional representation to preferential voting via open lists. These proposals are backed by the idea that the current electoral system is characterized by a certain deficiency regarding realistic transposing of citizens’ votes in representative mandates, as well as by the fact that smaller political parties rarely achieve parliamentary representation through the present electoral rules. By imploring content analysis of both theoretical and empirical literature, using the primary data of interviews conducted with a small number of small parties’ leaders as well as by using the comparative method, the authors present relevant argumentation for each of the aforementioned proposals and ultimately provide respective solutions that should be further researched and could provide basis for legislative interventions in the Electoral code of the Republic of North Macedonia. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, International and Macedonian Endeavours, Obstacles and Solutions Regarding Citizens’ Participation of Roma at Local Level(Центар за научно-истражувачка дејност на Правен факултет, Универзитет „Св. Климент Охридски“ - Битола, 2020)Equality in terms of equal opportunities for every person or group of individuals, including prohibitory regulations regarding discrimination, is of immense importance of contemporary complex societal, legal and political mechanisms. The Roma are among the permanent vulnerable categories both in Europe and in the Republic of North Macedonia as far as exercising human rights is concerned. Therefore, the legal and political mechanisms protecting the Roma rights require consistent and long-term attention and improvement, which this paper attempts to provide. Namely, the paper aims to identify the legal basis for protection, but also the obstacles posed by universal, European and Macedonian legislature regarding the Roma rights and to introduce solutions for boosting citizens’ participation of the Roma at local level. Even though the existing legislative basis covers vast area, certain new possibilities within the legal and political system could be unraveled, dominantly by using the method of qualitative contents analysis of legal acts, strategic documents and empirical studies, thus concluding solutions that comply both with strategic ‘top-down’ policy making and ‘bottom-up’ measures and specific actions. This legislative and policy analysis comes to the conclusion that the continuity of affirmative action including the indispensable census, affirmative action concerning the municipalities with Roma inhabitants, targeted approach and changes in the primary school boards is needed that would benefit local government policy making subjects, experts and civil activists in the field of protection and development of human rights. - Some of the metrics are blocked by yourconsent settings

Item type:Publication, Possible Support of the EU for the Republic of Macedonia for Regional and Rural Development(Универзитет „Св. Климент Охридски“ - Битола, 2018)The conditionality of the EU for the potential member states and its respective pre accession funding prepare these states for the future possibilities and circumstances within European policies and forms of cooperation. The goal of this paper is to establish the possible conceptual and financial support of the EU for the Republic of Macedonia, regarding the regional and agricultural policy. The regional policy of the EU which is aimed at diminishing economic, social and infrastructural disparities and the concept of balanced regional development of the Republic of Macedonia necessarily have overlapping points with the agricultural policies since rural areas in RM are underdeveloped and comprise the living area of about 40% of the Macedonian population. Therefore, it is of great significance to determine sustainable development strategy in these terms, dominantly to the end of improving economic activities and living conditions of the rural population. The basic method applied in the paper is the analysis of the EU and RM policies and necessary means for agricultural and regional development. The main expected results can be seen in identification of the circumstances and conditions that have an impact on the effectiveness of these developmental trends and possible opportunities that RM would take in former areas upon EU accession. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, The Concept of International Responsibility of State in the International Public Law System(Institute for Research and European Studies, 2015)Milka DimitrovskaThe goal of the paper is to depict the international responsibility of state as the closest link to the core, axiology and teleology of the international law. The concept of international responsibility could be interpreted as an inter-phase, a stadium between the state sovereignty in internal sense, on one hand and the ultimate goal of realistically feasible implementation of the principles of the international law, saliently with coercion (as a paramount hierarchical level), on the other. The focus would be on the actions, capacities and attributes of state as an active and passive subject of paramount significance in the establishment of international legal touchstones for its international responsibility, as well as on the contextual correlation among the international community, the state and specific international legal subsystems. Item type:Publication, "Macedonism" as Nationalism - Between the National Identity and Political Reality(Institute for Sociological, Juridical and Juridical Research, University "Ss. Cyril and Methodius" - Skopje, 2020) ;Petar AtanasovBojana NaumovskaThe subject of analyses of this paper are the attitudes, perceptions and the feelings of high educated young Macedonians regarding their Macedonian national identity. We will be presenting the answers of generation born in 1980s, in the Republic of Macedonia, young people with university degrees and higher, mostly well situated and having successful professional careers. The main subject of research are their perceptions and feelings regarding their Macedonian National Identity and their ethno-cultural belonging. The theme is recently redebated especially after the signing of the good neighborly relations agreement between Macedonia and Bulgaria and the ‘Prespa Agreement’ with Greece and the eventual attempts for ‘final resolution’ of the ‘Macedonian Question’. We will argue that the attitudes, perceptions and the feelings for their own national identity are filled with strong affections, that the Macedonian identity is equally powerful and active as the other Balkan national identities, that probably the ‘Makedonism’ as nationalism did not succeed to achieve more significant development prior the end of the 19th and the beginning of the 20th centuries and that is why the Macedonian state project was late. The Macedonian national/state identity, even after 75 years of existence, is still in process of stabilization. In the analyses we use the data from the original research, which is conducted by qualitative approach, through organizing four focus groups in Skopje, with 28 participants.
