The Institute for Sociological, Political and Juridical Research was founded in 1965 with the decision of the Council of the University “St. Cyril and Methodius". Since then, the ISPJR is devoted to scientifically examine the sociological, political and legal phenomena in the country, to encourage and to organize appropriate researches for social development, to educate young scientist and to develop scientific staff. Институтот за социолошки и политичко-правни истражувања е основан во 1965 година со одлука на Советот на Универзитетот "Св.Кирил и Методиј" во Скопје. Од тогаш, ИСППИ е посветен на научното истражување на социолошките, политиколошките и правните појави во земата, на поттикнување и организирање соодветни истражувања за развој на општеството, на подготвување на научен подмладок и усовршување на научен кадар.

    Possible Support of the EU for the Republic of Macedonia for Regional and Rural Development

    The conditionality of the EU for the potential member states and its respective pre accession funding prepare these states for the future possibilities and circumstances within European policies and forms of cooperation. The goal of this paper is to establish the possible conceptual and financial support of the EU for the Republic of Macedonia, regarding the regional and agricultural policy. The regional policy of the EU which is aimed at diminishing economic, social and infrastructural disparities and the concept of balanced regional development of the Republic of Macedonia necessarily have overlapping points with the agricultural policies since rural areas in RM are underdeveloped and comprise the living area of about 40% of the Macedonian population. Therefore, it is of great significance to determine sustainable development strategy in these terms, dominantly to the end of improving economic activities and living conditions of the rural population. The basic method applied in the paper is the analysis of the EU and RM policies and necessary means for agricultural and regional development. The main expected results can be seen in identification of the circumstances and conditions that have an impact on the effectiveness of these developmental trends and possible opportunities that RM would take in former areas upon EU accession.

    The Concept of International Responsibility of State in the International Public Law System

    The goal of the paper is to depict the international responsibility of state as the closest link to the core, axiology and teleology of the international law. The concept of international responsibility could be interpreted as an inter-phase, a stadium between the state sovereignty in internal sense, on one hand and the ultimate goal of realistically feasible implementation of the principles of the international law, saliently with coercion (as a paramount hierarchical level), on the other. The focus would be on the actions, capacities and attributes of state as an active and passive subject of paramount significance in the establishment of international legal touchstones for its international responsibility, as well as on the contextual correlation among the international community, the state and specific international legal subsystems. The issue of quantification of the gravity of the wrongfulness of the act is essential for differential determination of the international responsibility of state.

    Political Attitude and Personality in a Democratic Society

    Achieving democracy is the main goal and long term dedication of all Western Balkan countries, especially in the context of the efforts to achieve EU membership. Democratization is a long-term process for these countries, where transition was connected to war (as was the transition of former Yugoslav republics). Transition is a period between two political systems. The transition away from socialism in former Yugoslavia began with nationalism and traditionalism. Thus, the transformation of political attitudes (which means the transformation of political culture) is essential to establishing a democratic society. Establishing democratic institutions in those countries is just a beginning. As researchers and theoreticians have note, democracy cannot be sustained in a society without transforming the political attitudes and political culture of citizens. The political culture of citizens should contain elements of a participative culture such as having a sense of responsibility for society and becoming concerned about human rights and human development. Research conducted in the Republic of Macedonia shows that socialism is still the dominant political ideology among students. Almost 80% of students have socialist political beliefs (Markovic, 2008). Another research study among students shows the internalizing of political attitudes depends on certain personality traits (Markovic, 2009). These findings show that personality can be shaped, and that certain personality profiles correspond with democratic identity. For example, this research (Markovic, 2009) shows that neuroticism influences introjections of traditional attitudes about family, education and freedom of speech. Openness to experiences and extroversion influence attraction to democratic attitudes about family, education, and freedom of speech. These findings show that personality can be shaped through education and most importantly, through real life lessons about good practices of democratic credo.

    Barriers hindering the entry of new firms to the competitive market and profitability of incumbents

    <jats:p>Recently, entering new firms into a competitive market is getting harder due to different industry barriers. Addressing this concern, the aim of this paper is to measure the relationship between industry barriers that prevent the entry of new rivals and increase the profitability of incumbent firms. The study was based on the data of one hundred and seven executives of firms that operate in the Republic of Kosovo, and it attempts to assert and order the market entry barriers. The responses were collected by questionnaires and the econometric model was constructed, to test this relationship. The findings were obtained using descriptive statistics, Pearson correlation, and multivariate regression. Econometric results indicated that seven dimensions of industry barriers have a direct and positive impact on the profitability of incumbents and serve as barriers for new firms to enter the market, and showed that business executives in Kosovo perceive capital requirements of non-incumbents as the most important entry barrier, whereas access to distribution channels as the least important. The theoretical and practical implications of these findings are discussed and explained.</jats:p>

    How Good Is our Place-Implementation of the Place Standard Tool in North Macedonia

    This study describes the implementation, in North Macedonia, of a "tool", initially devised in Scotland, to generate community and stakeholder discussion about the places in which they live and notably a place's capacity to generate health wellbeing and greater equity among citizens. In this study, the "place standard tool" (PST) is viewed from the perspective of creating places which can deliver a triple win of health and wellbeing, equity, and environmental sustainability. Skopje, North Macedonia's capital, inevitably differs economically, culturally, and politically from Scotland, thus providing an opportunity to augment existing knowledge on adaptability of the tool in shaping agendas for policy and action. Тhe PST was tested through seminars with selected focus groups and an online questionnaire. Over 350 respondents were included. Information on priorities enabled the distillation of suggestions for improvement and was shared with the Mayor and municipal administration. Skopje citizens valued an approach which solicited their views in a meaningful way. Specific concerns were expressed relating to heavy traffic and related air and noise pollution, and care and maintenance of places and care services. Responses varied by geographic location. Application of the PST increased knowledge and confidence levels among citizens and enthusiasm for active involvement in decision making. Effective implementation relies heavily on: good governance and top-level support; excellent organization and good timing; careful training of interviewers and focus group moderators; and on prior knowledge of the participants/respondents.

    BETWEEN THE ETHNIC AND THE CIVIC IDENTITY – ON THE PERCEPTIONS OF THE STUDENT POPULATION IN THE REPUBLIC OF MACEDONIA

    The research of the ethnic and national identity in a multicultural society such as the Macedonian one is relevant in reference to the question how those who identify with their ethnic group position themselves towards the broader political community. Does the strong attachment towards one’s own ethnic group, especially when minority groups are concerned, means absence of attachment towards and identification with the state, as many authors who study social identities show? Taking into consideration the Macedonian social context, we have set off from the assumption that it was possible for these two identities to be mutually exclusive, but also compatible. In a survey of student population in the R. Macedonia, four categories that express the relation of ethnic versus national identity have been offered. The results proved the general hypothesis– namely, the minority effect- according to which the minority group gives greater significance to the characteristics of their own minority belonging. However, the largest majority of ethnic Albanians chose modalities that indicate compatibility of the two researched identities, even in cases when they emphasize their ethnic background. This could be an encouraging indicator in a multicultural and divided society, but still the question remains what almost half of the examined population of ethnic Albanians mean when they choose the categories that contain both ethnic and civic traits. Some of the results which refer to the attachments to different categories and the presence of the participative component, partly provide an answer to this question.

    Discrimination in the Macedonian multiethnic society: perceptions of inequality among the student population

    One of the fundamental problems of the multicultural societies is the feeling of marginalization and even exclusion of minority groups from society, which is closely linked with a motivation for political mobilization and action. Therefore, the goal of the presented research is to find out how the student population from different ethnic origins in the R. Macedonia experience discrimination. More specifically, the paper seeks to identify the prevalence of discrimination, to identify the spheres of life in which such discrimination is most present and the categories of citizens who are privileged or marginalized in our society. There is awareness of a widespread discrimination in Macedonian society in the most important areas of life. The bases for discrimination are numerous (ethnicity, social status, as well as friends and connections), where political affiliation is the most important factor for privileged treatment in society. The differences in perceptions between ethnic Macedonians and ethnic Albanians are in the ranking of the grounds for discrimination. However, party-political affiliation is a factor of impact for which there is the greatest concurrence of opinions and views between the two ethnic groups. When it comes to ethnicity, ethnic Albanians rank it higher than ethnic Macedonians in all areas of life examined that is in line with the main assumption of this research based on the phenomenon of the so-called minority effect.

    Personality Dimensions and Importance of the Social Role of the University Student in Explaining Student Involvement in Student Organization

    <jats:title>Abstract</jats:title> <jats:p> In order to explore the student involvement in the student organization, field research was conducted amongst 669 students. The research instrument contained a questionnaire on students’ perception and satisfaction of the student organization; two scales of IPIP NEO (short form): Agreeableness (A) and Conscientiousness (C), and one dimension of the Laponce’s questionnaire: the importance of the social role of the university student. The analysis of the overall obtained data showed a very low level of involvement in student organization and a weak expression of the importance of the social role of the university student. A relatively weak connection between two personality dimensions and the involvement of students in the student organization has been found. A student’s involvement is determined more by the importance of the role, than by personality dimensions.</jats:p>

    Motive for Social Justice and Students Activism at University Level

    <jats:title>Abstract</jats:title> <jats:p> Student organizations exist to protect the rights and interests of their members. Therefore, if they are organized into representative student governments, students can be a very influential agent who shapes the policy of higher education, and build themselves as democratic force in the society. The purpose of this study conducted by Institute for Sociological, Political and Juridical Research (ISPJR), Skopje was to consider student activism at university level in light of social justice motive. The data show that components of social justice motive influence the activism in Student Organization but also certainly proved that educational system of the country has serious omissions and errors in developing responsible and active youth and the country has to invest in its students because good student organization, in addition to exercising rights, freedoms and needs, and engaging in improving students’ standard and their well-being, means investing in an active, efficient, motivated and democratic youth.</jats:p>
