Cyril and Methodius in Skopje, 2025-12-16)Павлески, АлександарВо текот на изминатите три децении, Европската Унија иницираше широк спектар на активности насочени кон нејзино пролиферирање како сериозен и почитуван безбедносен актер. Имено, во 1993 година, Унијата ја усвои Заедничката надворешна и безбедносна политика, потоа, во 1998 година, ги постави темелите на Европската безбедносна и одбранбена политика, додека во 2003 година, ја усвои и првата безбедносна стратегија, која практично го означи почетокот на развојниот процес на нејзиниот автохтон стратешки пристап во безбедносната сфера. Тргнувајќи од значењето кое стратешките документи го имаат при дизајнирањето на безбедносните пристапи (на национално, регионално и меѓународно ниво), вниманието во овој труд е насочено кон подетална анализа на стратешкиот пристап на Европската Унија на овој план. Оттука, фокусот е посебно ставен на истражување на трите главни стратешки документи (усвоени во 2003, 2016 и 2022 година), со кои Унијата го дизајнира својот стратешки пристап и одговор во однос на динамичната и предизвикувачка безбедносна средина. Намерата е да се креира јасна перцепција и поспецифично разбирање на еволуитивниот карактер на стратешкиот пристап на ЕУ кон безбедноста, со посебен осврт на главните предизвици и перспективи во овој контекст. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, THE EU STRATEGIC APPROACH TO SECURITY(University Ss. Cyril and Methodius in Skopje, 2025-12-16)Pavleski, AleksandarOver the past three decades, the EU has undertaken a wide range of activities aimed at its proliferation as a serious and respected security actor. Namely, in 1993 the Union adopted the Common Foreign and Security Policy, then, in 1998, it laid the foundations of the European Security and Defense Policy, while in 2003 it adopted the first security strategy, by which practically began the development process of its strategic approach to security. Starting from the significance that strategic aspects have in security approaches designing (at national, regional and international levels), the paper attention is directed to the analysis of the strategic approach of the European Union in this regard. To this end, the focus is specifically placed on the research of the three strategic documents to date (2003, 2016 and 2022), with which the Union designs its own strategic approach and response to the dynamic and challenging security environment. Hence, the intention is aimed at providing a clear perception and a more detailed understand of the evolutionary character of the EU’s strategic approach to security, with particular reference to the main challenges and perspectives in this context.
