    THE IMPACT OF THE POLITICAL CRISIS ON SMALL AND LARGE FIRMS IN THE REPUBLIC OF MACEDONIA

    The recent political instability in the Republic of Macedonia has taken its toll on the business sector. During political instability, firms tend to postpone any major decision regarding future projects or investments as a result of changes in firms’ business perceptions and lack of predictability of future policies and trends. In this regard, a research was conducted among small, medium and large firms in the Republic of Macedonia in order to investigate the main consequences of the political crisis in the past few years on the business sector. The research findings reveal that the most severe implications of the political instability on businesses pertain to lack of long-term planning, decline in sales, increased difficulties related to collection of claims and implementation of ongoing contracts, and reluctance to conduct planned investments and recruitments. Results have also highlighted major differences between small and large firms in regard to perceived consequences of the political instability. Research on the effects of political instability on businesses is rather scarce in literature. Hence, the findings of this research are of particular importance for improving the knowledge about the potential implications of political instability on businesses and for identifying the main challenges that businesses face.

С обзиром на чињеницу да јавна администрација има кључну улогу у друштву у погледу економског, политичког и друштвеног живота, верујемо да она има и круцијалну улогу у процесу европских интеграција.     The impact of national strategic documents on digital development of SMEs in the Republic of North Macedonia

    The digital economy refers to the use of ICT technologies as a way to promote the existing economy through the emergence and development of new digital industries or through the development of new businesses and the enhancement of efficiency in traditional ones. During the last 19 years, the Government of the Republic of North Macedonia, through the adoption of various strategic documents at both national and local level, has been working to achieve progress in digital development of the economy and the SMEs in particular. In this paper, through an analysis of the strategic documents, we aim to provide an overview of the legal, regulatory and institutional framework for ICT usage in small and medium enterprises in the Republic of North Macedonia.

    The public procurement process can be recognized as one of the crucial processes in developing countries. The most vital issues that need to be addressed with public procurement are the competitiveness, transparency and, accountability. With the developing trends of the digital economy, the process of public procurement also has developed into more efficient electronic procurement process. This paper addresses the impact of obligatory public e-procurement on small and medium enterprises in Republic of Macedonia. The main goal of this research is to indicate the advantages and constraints of public e-procurement process for the SMEs in Republic of Macedonia through the presentation of case study that is part of the process itself.

    Recruitment and selection methods in SMEs in Republic of North Macedonia

    Recruitment has become one of the most important human resource practices for firm’s performance. Leading firms in the world continuously develop proactive recruitment strategies that encompass various mechanisms and techniques to attract bigger applicant pool. Tight labor markets and fierce market competition impose greater challenges to SMEs. Hence, small and medium enterprises face additional challenges in recruiting adequate skills. A primary research was conducted among SMEs in the Republic of North Macedonia to examine their most practiced recruitment and selection methods. The findings reveal that SMEs apply a variety of traditional recruitment and selection methods, yet they need to develop more comprehensive recruitment strategy and seek additional alternative recruitment channels.

    Determinants of employee skills’ level and utilization in SMEs in the Republic of North Macedonia

    Recent research shows that continuous skill upgrading is paramount to achieving competitiveness and sustainability for individuals in the labour market and firms. Due to the dynamic business changes, firms expect higher levels of creativity, innovation, and initiative from their employees, hence ensure that they possess cutting-edge knowledge, skills, and abilities. Nevertheless, firms cannot capitalize solely on employees’ skills i.e., the full utilization of employees’ skills is necessary to achieve competitiveness. Thus, the determinants that influence the level and utilization of employee skills are crucial for firms as well. In this paper, the recruitment process and training are recognized as factors that affect skill level whereas the methods of motivation determine skill utilization. The results of the empirical analysis on a sample of SMEs in the Republic of North Macedonia indicate that the challenges firms face during the process of recruitment pertain to the lack of applicants’ skills and the small number of applicants. Also, almost 60% of the firms either announce only primary vacancy requirements or, although thoroughly defined, do not include the requirements in the vacancy announcement. As for the upgrading of skills, about 50% of the firms had organized one to three training sessions in the last three years, mainly pertaining to the improvement of job-specific skills of primary employees. Almost one-fifth of firms had not organized any training. The motivation methods are highly important not only to boost employees’ willingness to upgrade their skills but also to fully utilize them in their working activities. The findings indicate that more than half of the firms motivate their employees by providing bonuses and rewards, and by taking employees’ opinion into account. An additional motivating factor refers to employee participation; in particular, including employees in the process of new product/service development.

    Entrepreneurial marketing management: the new paradigm

    Entrepreneurial marketing is considered to be the new paradigm of entrepreneurial ventures that operate in highly dynamic context with rather limited resources. As an interface of entrepreneurship and marketing, it refers to several underlying dimensions of entrepreneurial firms as pro activeness, opportunity-focus, risk taking, innovativeness, customer focus, value creation and resource leveraging. Although initially emerged as marketing approach in entrepreneurial firms that operate in competitive business environment, it should also be considered by firms that incorporate entrepreneurial orientation into their firm-level strategy. Prior research on entrepreneurial marketing supports its positive effects on firms’ performance, documenting the importance of entrepreneurial and marketing orientation especially for small and medium-sized firms.

    Од насловот може да се заклучи дека ќе се работи за едно невообичаено истражување и прикажување на работата на јавните органи во вонредни услови и вонредна состојба. Затоа, трудот ќе гоbзапочнеме со набележување на прашања чии одговори, се надеваме, ќе бидат од помош во надминувањето на ваквата состојба. Првото прашање или дилема се состои во тоа дали јавните органи во услови на пандемија (која трае повеќе од една година) требаше и мораа да работат во исполнувањето на нивните основни обврски – задоволувањето на правата и правните интереси на странките електронски, односно online; или, пак, како што постапија (односно како што е постоечката состојба), вработените да одат на работа циклично (една седмица на работа, една седмица дома)? Всушност, дури и кога одеа на работа, согласно мерките за справување со пандемијата вработените во јавните органи немаа личен контакт со странките кои, пак, мораа во редови да чекаат пред просториите на јавните органи (со што уште повеќе се ширеше заразата помеѓу странките/граѓаните)?! Исто така, се поставува и прашањето дали јавните органи (барем формално-правно) имаа алатка (законски основ, подзаконски акти и слично) со помош на кои своите услуги ќе можеа да ги нудат и електронски или online на странките – граѓаните како корисници? Во натамошното излагање повеќе ќе се задржиме на законските и подзаконските прописи кои овозможуваателектронска/online комуникација помеѓу јавните органи и корисниците на нивните услуги. Дополнително, ќе се обидеме да направиме посебен осврт на дејствувањето во услови на ковид-19 пандемија помеѓу органите и организационите единици на Универзитетот „Св. Кирил и Методиј“ во Скопје со нивните корисници—студентите.

    This paper elaborates the issues referring to the legal regulation of the principle of efficiency, its meaning, as well as application of this principle. The aim of this paper is to analyze the legal framework that defines the principle of efficiency in the administrative procedure in the Republic of North Macedonia, present an empirical analysis of data from the work of the State Commission for Decision-making in Administrative Procedure and Labor Relations Procedure in Second Instance, identify the factors that influence the consistent application of this principle, as well as offer recommendations for an improved application of the principle.     Barriers of implementing open innovations in Macedonian SME’s

    Open innovation is a concept of growing acceptance in the field of innovation management. It is based on the idea that companies can leverage the knowledge generated externally to improve their innovation performance. Shorter innovation cycles, the rising costs of industrial research and development, and a lack of resources have motivated many organizations to change their innovation strategies towards implementing open innovations. However managing open innovation process in SMEs is more difficult and complex than it is the case with large enterprises. The reasons behind the low integration of the open innovations in SMEs generally can be found in their limited organizational, financial and human resources. By conducting a survey among 63 SMEs in Republic of Macedonia, current open innovation practices and barriers are searched. Findings revealed that the low capacity of the SMEs to deal with the open innovation process, low awareness of the benefits of the open innovation process, and lack of knowledge on protection of intellectual property rights are concluded as the main constraints in adapting open innovation practices.
