Abstract
The European Union in the Security Strategy - Secure Europe in a Better World since 2003 - emphasizes that the EU should continue to strengthen its own capacities, confirming the political will and efforts of the EU to further invest in civilian capacities, especially in management missions with crises. The new strategy from 2016 is based on the previous and the experiences from its realization. The EU's Global Strategy emphasizes that it is necessary for the Union to improve its capacities to respond to security threats such as migration, terrorism, cybercrime, etc. The Council of the European Union has agreed that in addition to continuing with civilian missions and military operations, the European Union should improve its ability to foster civil and military co-operation and use the Common Security and Defense Policy (CSDP) as part of a coherent action by the European Union, which should include diplomatic, political, legal, development, trade and economic instruments. Civic capacities or civilian capabilities represent a role for ESDP in the development of tasks and missions that have arisen the need for a coherent approach of the Union in the CFSP.
