    Social Services for Elderly Persons

    The ongoing demographic changes such as an increase of number of elderly persons, extension of the life expectancy, impose specific requirements in the area of social protection. Fulfillment of elderly people needs requires additional financial resources for their social and financial security, health protection, communication and social engagement. The analysis of services for the elderly involves a wide range in grouping such as:services for information and referral, professional assistance and support, counselling services, services at home, services in community and out-of-home services. Social services that are intended for the elderly are designed to maintain the autonomy and independent living of elderly in order for them to be independent from the system that is providing social services.

    Demographic Aging of the Population of the social Protection System in the Republic of Macedonia

    The process of demographic aging has been observed in many of the European countries as well as in the Republic of Macedonia. Based on the UN projections for participation of the elderly in the Republic of Macedonia, it is expected that the number of elderly persons at the age group older than 60 years will increase from 16.5% in 2009 to 33.0% in 2050 and for the elderly aged over 80 years from 2% in 2009 to 6.8% in 2050.This process affects almost all segments of society, but its impact is particularly evident on the system of pension insurance, healthcare as well as on social protection. Adopted international documents and harmonisation with national legislation lead to complete transformation of the system of social protection of the elderly. New scientific knowledge, changes of economic conditions and demographic realities lead to introduction of new social protection principles such as pluralism, decentralization, and inclusion.This paper analyzes both international and national legal framework of social protection of elderly through the segments of introduced innovations, with special emphasis on the rights and services as well as on the assessment of the development of social services in accordance to the needs of elderly people, their availability and efficiency in meeting of individual needs of elderly. Expansion of the programs and implementation of the new scheme of social protection in the area of elderly care represents a convergence to the concept of active aging and to the holistic approach in the process of planning and provision of social services.

    Provision of Health and Social Services for Drug Addicts in the Republic of Macedonia

    The Republic of Macedonia experienced a rapid growth in drug addiction after its independents in 1991. The complexity of the problem represents a serious challenge for all relevant factors involved in creation of policies as well as actors in delivery of health, education and social services. Provision of necessary service required appropriate amendments of relevant laws based on the adopted international legislation. The most significant legal changes were introduction of the principles of pluralisation of social protection (Law on Social protection, 2004), that enabled emerging of new private for profit and nonprofit actors as providers of services as well as introduction of the principle of decentralization, enabling establishment of services on local level. Additionally, a number of national and local strategies and programs were developed and adopted within the system of health and social protection. These changes contributed to an increase in the number of available services offering variety of treatments responding to the individual needs of beneficiaries. Despite the increase in offered service, the state has yet to respond to the ever rising problem of addicted children. So far, little has been done for this age group of addicts that requires specialized and adjusted service provision. Provided social services are facing the problem in the sustainability of the available services provided within the nongovernmental sector that is mainly financed from foreign funds.
