    Institute for Security, Defense and Peace at 40: Current Mission and Challenges Ahead

    Contemporary social changes and needs, inter alia initiate new challenges for the teaching process in higher education too. This year, the Institute for Security, Defense and Peace, is celebrating 40 years of its existence. In that context, the inevitable question arises about its past achievements as well as the current mission and new challenges. In addition, this paper analyzes the contemporary challenges for the institute, in the light of: 1) the need for certain changes to the curriculum of the Institute according to recent proposed amendments to the Law on Higher Education in Macedonia; 2) in particularly, adapting to the needs of the labor market; and 3) the need of promoted cooperation with other higher education institutions nationally and internationally. The analysis of those issues should enable creating an appropriate approaches framework that the Institute will have to take in the context of current and future educational and instructional challenges.

    Safety and security are top priorities in our society and addressing problems in these areas is crucial. Several different kinds of safety or security exist today, such as interna tional security, cyber security, physical security, fire safety, and so on. The scientific community is starting to address the creation of a theory of safety and security. The theory of safety and security will be followed by a series of default theories. This paper discusses the concepts and theoretical sources we can draw from for the theory of safety and security, as well as subsequent knowledge. Nowadays, a mostly pragmatic approach prevails in the safety and security research. Until now, there is no common theoretical basis for safety or security.

    Comprehensive Model of Protection and Rescue in Preventive Urban Security

    In recent decades, the frequency of natural and anthropogenic accidents has increased worldwide. The large unplanned expansion of cities to accommodate rapid population growth, combined with unplanned field use and the failure of city governments to regulate building standards, contributes to the vulnerability of urban populations. The author attempts to point out the need to apply a comprehensive model of Protection and Rescue because current models and concepts are limited to the tasks that they theoretically conceptually include as well as the time phases in which they operate in the event of an accident. The solution is in the comprehensive Civil Defence Emergency Management Model, whose assessment of numerous accident risks relates to the process of identifying the occurrence, probability, and assumption of potential likelihood of different types of accidents within a general spatial and temporal frame work of cities.

    Reason for writing and research problem (s): In the era of domination of information technology, cyber space has become a significant security issue for governments that are forced to take additional measures to enhance cyber security. Aims of the paper (scientific and/or social): In a situation of increased use of informa- tion technology in today's globalized world, cyber defense is becoming a high priority not only for individual countries, but also for their collective mechanisms. Methodology/Design: This paper addresses the problems of NATO cyber defense and cyber security and the possible defeating effects and consequences of cyber attacks. To this end, the authors will use the available expert literature and online publications on this subject, on which a qualitative analysis of the content will be applied. Research/Paper limitation: The authors of the paper make an attempt to elaborate NA- TO's co-ordinated and comprehensive approach in achieving effective cyber defense and security of communication and information systems for Alliance members and their Partners. Results/Findings: The burden of the research will be on the strategic and operational security and defense measures of the Alliance because there is limited availability of information on tactical level measures that are kept confidential. The issues that arise are: how much does the NATO Alliance seriously consider the risks of cyber attacks, in which way it reflects the changes in the defense policy and strategic concepts of the Alliance, what is the approach to tackling this new security challenge and what are the commitments at the level the alliance to further improve security in cyber space?! General Conclusion: The answer is that NATO's focus in the next decade must be on the development of cyber power. Research/Paper Validity: Technology is at the heart of our tightly knit societies. Modern societies' reliance on information technology implies obvious security problems. Cyber threats and attacks are becoming more common, sophisticated and harmful. Even the military and security services that rely heavily on cyberspace to carry out their missions are not immune to such attacks.

    Inside the Iinternational community is collision of different and contradictory social and political forces which according to their interests and goals, do alter existing social relations in the global society. The role of force, especially the military, will be crucial in establishing relations in international confrontations. Analyzing the trends in the development of the military factor is imposed as a need for preparation for opposing possible military violence on a large scale. The research questions which this paper attempts to answer are: How will the process of globalization affect security?!; What is the future of military alliances?!; and What is the connection between the global economic crisis and international peace?! None of these issues can be considered independently of the new momentum of the arms race. In the background of these processes is the tendency for unilateral military supremacy and control. There is a period of tripolarism in international relations. Interference in the internal affairs of the economically weaker countries will be the main orientation of the great powers in the coming decades. A new European crisis hotspot is less likely, despite the increasing likelihood of transferring „combat“ actions to the low cosmic space. Finding the real and the enduring solutions to preserve global peace must be an imperative in the activity of internationally recognized institutions.

    Understanding and Managing Risks Caused by Covid 19 Pandemic

    The rapidly growing and dynamic global developments of COVID-19 are creating unprecedented levels of uncertainty on a personal, national, regional and global level. Human security and the protection of life have become the most important priority at all these levels. In this regard, governments need to understand the way different threats and risks intersect. Actually, we all respond to risks and policies in different ways, and we all have different preferences and make different choices. Understanding these issues is crucial to effectively managing this COVID-19 pandemic emergency. Still, the dilemma of the government’s priority for overall security and its effects should be noted. A complete COVID-19 lockdown will save lives, but it will also have severe consequences, and some will lose their livelihoods completely. In addition, it is difficult to understand something like a pandemic that happens very rarely, and when it does, it is different from those that have happened before. This makes the management of COVID-19 much harder, especially in relation to how the states and other actors should respond. What prevention and treatment methods, including controls, should be implemented? This paper analyzes the characteristics of the risks and threats caused by the COVID-19 pandemic, as well as the challenges to successfully deal with them. The purpose of the analysis is to detect the most serious risks and threats, especially from a security aspect, and to determine the most acceptable methods and instruments for their management as well.
