    Family-Centered Early Childhood Intervention in Kosovo: Perceptions of Parents

    This study investigates the Early Childhood Intervention (ECI) support system in Kosovo, emphasizing the perspectives of families with children experiencing developmental delays and disabilities. Drawing upon the evolution of ECI frameworks since the 1970s, the research highlights the significance of family-centered practices as a primary approach in ECI, as endorsed by the Division for Early Childhood (DEC). Utilizing a descriptive methodology, the study surveyed 89 parents of children aged 0 to 6 who accessed ECI services, focusing on their experiences, barriers encountered, and the effectiveness of current support systems. Results reveal that pediatricians are the most commonly recommended sources for ECI services, with a substantial percentage of families facing waiting lists. The findings underscore the necessity of enhancing advocacy efforts, developing comprehensive national policies, and improving access and coordination of ECI services.

    Whistle Blowing - Way to Curb Corruption in Balkan EU Candidate Countries

    This article presents an overview of the progress in implementing anti-corruption framework in four candidate countries in Western Balkan: Albania, Macedonia, Montenegro and Serbia. The objectives of this paper are to determine what are the main obstacles in implementing these reforms. As Balkan leaders take benefit of EU insecurity to spread and rise their power, they will continue to reduce democracy while continuing to seek EU membership. Whistleblower protection laws are a key way to expose corruption in these regimes, but only if they are actually enforced. In order to ensure optimum EU expansion, EU authorities must hold member states and candidates alike to the highest standards of whistleblower protection. Albania, Macedonia, Montenegro, and Serbia are facing serious crises in their political development. These four Balkan nations, all current EU candidates, have made efforts to adopt whistleblower protection laws, an important step towards curbing corruption in the region. However, these regulations are rarely enforced and have had little impact. If the EU is committed to keeping Balkan authoritarianism in check, it must ensure that candidate countries adequately implement these laws and make efforts to encourage whistle blowing.

    Mobility in Education – A Concept for Strengthening the Educational Capacities in R. Macedonia

    This scientific paper is treating an interesting, contemporary and less studied emergence in the Macedonian educational system. The content describes systematic and organized practices that are relatively recent whit which in most general frames our current education is aligning with the European educational area. This paper provides an overview of the educational commitments of such character that have been conducted in the period from 2007 till 2013. It is noticeable that introduction and implementation of numerous European programmes and initiatives are focused towards modernization of the Macedonian educational system, following the contemporary developments and tendencies of the education in Europe and raising the quality of personal and professional development of the individuals, as well as strengthening of the institutional capacities in the field of educational policy. Gained knowledge and experience from the implementation of these programmes has already resulted and will contribute to a further advancement of the educational policies as well as development of new educational strategies in Republic of Macedonia.

    The Conceptual and Systematic Setting of the Practical Teaching in the Republic of Macedonia (Model and Experiences)

    Improving the quality of the practical teaching in recent years has gained greater significance among all the included parties of all the levels in the educational process. Consequently, this issue has been approached from several aspects in regards to the con-stitution of the conceptual, systematic, structural, and content physiognomy in the organization and conduct of the process of practical teaching. The successive-ness in setting the research and its complete theoretical foundation starts with setting up a model for practical teaching, in which all the relative factors from the three educational subsystems simultaneously and actively help to develop it. This initiation is completed through the provision of educational support, and realization with a high level of activity, all in all accompanied by a con-tinuous follow-up of the model. The action character of the research represents continual movement in the direction of changes, additions, revisions, and expansions, approached through analysis of the acquired knowledge, developed competences, and relevant viewpoints of the included interested parties. Due to the universality of the basic pedagogical concept for practical teaching, which is applied in this research, one of the ideas that the research-ers had been for it to become a generator, i.e. a specific example for support of practical teaching in higher edu-cation through the development of various profiles. It primarily refers to that category of students who in the future will choose whether they want to work as kinder-garten teachers, primary or secondary school teachers, or school pedagogues, in different levels of education.

    Educational Concept for Safe Secondary Schools in Republic of Macedonia (Good Practices, Conclusions, Recommendations)

    The research focus of this work raises the issue that refers to the assessment of the effects of the project models for safe schools, which are derived from the National Strategy for Reducing Violence in Schools in Republic of Macedonia (2012-2015) through promoting a sustainable educational concept for safe secondary schools. This work offers answers, in the form of conclusions to the stated questions, such as: whether, and how much do the project models, which are realized in secondary schools, supported and in a “dialectic” relation with the relevant educational institutions from the governmental and nongovernmental sector (Ministry of Education and Science, the municipalities, and non-governmental organizations), achieve the primary goal; what are the benefits from the implementation; and what are the models of sustainability? The goal of the research is to assess the conceptual insights and efficiency of the projects, and their influence on strengthening the educational concept of securing a safe school environment in secondary schools in R. Macedonia. Research of this issue is done with assessment research. Due to the complex and diverse nature of the issue under investigation, primary significance is given to the views and needs of all the relevant factors involved in the process. This benefits the idea that the research is of empirical character. It is also supposed that the conceptual insights of the projects have a positive influence on strengthening the educational concept for securing a safe school environment in secondary schools in Republic of Macedonia.

    Fundamentals of Early Linguistic Literacy of Preschool Children

    The process of linguistic literacy of children has crucial importance in relation to the overall learning and advancement. This is a complex and lengthy process, which in our context, in its most elementary form, takes a place within the first educational cycle. Contrary to traditional beliefs, nowadays modern linguistic concepts of early literacy are being built, which is increasingly treated as a holistic process of specific skills that form the basis of a language. The basic strategy of this concept is “learning everything” “through everything ” (in the meaning of individual language skills) by using different activities mixed with elements ofplay and informality. One of the basic principles of this concept is development (of cognitive, emotional and social components), progressiveness and individualization at the “input ”, through the process itself, by monitoring the progress and micro-methodic modeling adapted to the individual needs, and at the “output” when everyone reaches their maximum in their own development. These are serious and complex requirements and priorities adopted at the theoretical level, and they are occasionally implemented in the daily practice. This raises the issue about ways of educational compensation in the direction of modern strategies to become daily teaching routine. Children in preschool age should be put in many situations in which they hear, write, read and speak. Early linguistic literacy has a global importance and it is an integral part of the overall development process, but also its foundation, since without developed language skills, the learning process is almost impossible. On the other hand, this process of acquiring linguistic competences is a process of continuous improvement, and not just a process of realization of certain primary objectives, programme anticipated.
