    EXPLORATORY ANALYSIS OF COURT EFFICENCY: THE CASE OF FIRST INSTANCE COURTS IN NORTH MACEDONIA
    (Faculty of Law in the Goce Delcev University in Stip, 2025-06-23)

    This paper explores the performance and efficiency of first instance courts in North Macedonia by assessing the key performance indicators: clearance rate and disposition time. Our work contributes to a better understanding of court efficiency in North Macedonia by analyzing geographical disparities between first-instance courts. The study encompasses data for 27 first-instance courts organized into four groups based on which appellate area they belong to. The analysis covers the period from 2015 to 2023. The primary goal of our study is to ascertain whether a disparity exists in the efficiency of courts. Our empirical strategy includes the utilization of the Kruskal-Wallis non-parametric test; thus, we do not aim to explore which courts exhibit superior or inferior performance. The results suggest that both clearance rates and disposition time did not differ substantially from 2015 to 2022 in civil cases. However, in 2023, there were statistically significant differences among the observed indicators. Concerning criminal cases, until 2021, the clearing rates and disposition times did not significantly differ among various court groups; however, findings from 2022 and 2023 revealed statistically significant disparities. We propose conducting further research at a first-instance court level to evaluate individual courts’ efficacy and determine the underlying reasons for divergence of the key performance indicators between the different appellate areas.

    Crossroads of aspiration: unveiling the migration intentions among university students in North Macedonia
    (2024-11-25)

    In our work, we analysed the migration intentions of uni-versity students from North Macedonia. We used data from a survey with 412 students from the Ss. Cyril and Methodius University in Skopje, the country’s largest and oldest university. The results showed that about two-thirds of the respondents (67 per cent) intend to emigrate. To identify the determinants of the migration intentions, we used logistic regression models, where the migration intention was the dependent variable. We used different sets of socio-demographic and educational variables, the economic status of the respondents, and other factors as independent variables. Exploratory factor analysis was used to identify the following factors: Housing, en-vironment, and public services; Social activities and com-munity engagement; Advanced and developed society; Enhanced educational and career opportunities; Public services; Economic and social progress; and Family and social well-being. All of them, except the last one, had a statistically significant impact on the students’ intentions to emigrate. Moreover, the students with more educated parents, students with higher academic performance and the students who worked had higher odds of emigrating than the students with parents with lower educational levels, students with lower academic performance and the students who didn’t work while they studied, respectively. The other socio-demographic, educational and economic variables were not statistically significant.

    LEGAL MINDS AND FINANCIAL KNOWLEDGE: SURVEY ANALYSIS OF FINANCIAL LITERACY AMONG MACEDONIAN LAW STUDENTS
    (2024-09-17)
    Financial literacy is an important competency that empowers individuals to manage their resources and make prudent financial choices.In our work, we focus on examining financial literacy among law students in the Republic of North Macedonia.We conducted a survey with 129 law students from the University Ss. Cyril and Methodius in Skopje, the most prominent and oldest university in the country.The students demonstrated high knowledge ofbanking and credit and low knowledge in more complex financial areas, such as the share market, compound interest rate,and time value of money.Moreover, we used ANOVA and logistic regression to examine how different factors impact financial literacy.The analysis of the variance showed that there is a statistically significant difference between the students from variousethnic backgroundsand students originating from different regions.The logistic regression was employed to analyze the impact of socio-demographic, educational,and personal characteristics of the students on their financial knowledge.The results suggested that only region is a statistically significant socio-demographic predictor of financial knowledge.Personal characteristics, including financial influence and financial attitudes, have a favorable and statistically significant impact on the financial literacy of students, while the impact of financial behaviorhas proved to be positive but insignificant.The results from the study can further be used by the relevant financial regulators and entities in the country to advance the learning environment about finance competencies.We also recommend the innovation and modernization of the curriculums of law schools by integrating courses, training, and workshops that will strengthen students' financial knowledge.

    PUBLIC EXPENDITURE ON EDUCATION AND ECONOMIC GROWTH: EVIDENCE FROM NORTH MACEDONIA
    (Institute for Research and European Studies, 2023-03-25)
    Shapkova Kocevska, Katerina
    In this paper, we studied the impact of public education expenditure on GDP per capita in North Macedonia from 1991 to 2020. The main questions we examined were: 1) What is the relationship between public education expenditure and GDP per capita in the country in the short run?; 2) Does a long-term relationship between the aforementioned variables exist?; and 3) What are the policy implications? This research was based on the Auto-Regressive Distributed Lag (ARDL) model, originally developed by Pesaran et al. (2001). The empirical estimations produced interesting findings. In the short run, the relationship between public spending on education and GDP per capita in North Macedonia was negative and statistically significant. The long-term relationship between the variables remained negative but statistically insignificant. These results were robust and consistent with results from earlier empirical studies. The results suggested that government expenditures on education did not contribute to economic growth in North Macedonia in the analyzed period, ceteris paribus. We concluded that, from a public policy standpoint, intervention in the education system's financing is necessary to facilitate the transformation of education expenditures into productive human capital and enhance the nation's economic development.

    Ending the Long-lasting “Difference over the Name” The Prespa Agreement – Its Philosophy, Origins and Challenges Ahead
    (Brill | Schöningh, 2020-03-18)
    Sasho Georgievski
    ;
    Irena Rajchinovska Pandeva
    This article offers a broad analysis of the “name issue,” its origins, background and the challenges ahead in light of the Prespa agreement. It posits the historical perspective of both identities, assesses the positions maintained by the parties during the political and diplomatic dispute settlement process and presents the concerns of both parties regarding the agreement. Given the content of the Prespa agreement, the article aims at mapping its essential theoretical frame, explaining the key arrangements in the Prespa agreement and identifying the challenges associated with its implementation that might stand in the way of the accomplishment of its purported “historic” mission of settling the long-lasting disagreements between the two parties, offering some recommendations in that respect.
