Abstract

This doctoral dissertation examines the transformation of the Macedonian government operations and the implementation of e-government processes, i.e. running and delivery of the government services through the use of information and communication technologies. For this purpose an analysis on two theoretical model on the development of the e-government and three models developed by international institutions were conducted. The research design also includes a critical investigation on the evolution of the ICT and its role in the transformation of the public services and processes of government management in the world, for which a selection was made of countries with high level in development of the e-government processes in order to inquest the best practices of the e-government management. Generally, this doctorial dissertation aims to determine, discover the key factors and obstacles that stand in the way of successfully implementing the e-government in the Republic of Macedonia. Three questions were posed in the process of research to show the scope of work undertaken. The first objective is to investigate the factors of the successful process of e-transformation of the Republic of Macedonia. The second objective is to assess the effects of e-government initiatives in the development of the Republic of Macedonia. The third objective is to formulate a model to achieve a successful implementation of e-government. The research shows that the key point for the success of e-government process lies with the ability of the leaders and their full commitment towards the implementation of the processes, counseling, motivating and providing the necessary resources. The survey results also indicate that the greatest benefit from the implementation of e-government would be improving the quality of customer services. Based on the results obtained in the research study presented in this doctoral dissertation, the discussion for the best e-government practices and, analysis of theoretical models of e-government and models developed by international institutions, a model for successful implementation of e-government in the country is formulated.
