Federalism with its cornerstones of dispersion of sovereignty, fragmentation of power and promoting culture of consent has always been under attack as a theory that will not be able to materialize its postulates in the European reality. However, this approach towards promotion of active citizenship and guarantees for local and regional autonomy offers a vision of a federal Europe that will offer opportunities for formalizing the relationships between nations and regions in manner that will secure the advantages of competition and emulation. Probably the most prominent visionary of a federal Europe based on fundamental democratic principles was the Italian federalist Altiero Spinelli. The text is predominantly focused on analysing his federalist theory and actions taken towards the realisation of his life long idea of a federal Europe. The text is also referring to Spinelliís political carrier and his contribution in the work of the European Parliament.en_US
