SPASOV HATE SPEECH AND THE FREEDOM OF EXPRESSION – RESTRICTIONS Abstract The paper analyzes the freedom of expression and the problem of hate speech as a legitimate limitation of the freedom of expression. The authors present the dominant positions on the freedom of expression and the hate speech and analyze the national, European and international limitations on the freedom of expression in case of existence of hate speech. Additionally, the authors present a case from the contemporary practice of the European Court of Human Rights in Strasbourg dealing with illegal limitation of the freedom of expression. The paper focuses on the media and the freedom of expression analyzing the international and national regulations and the responsibility of journalists.en_US
